Peter Tranter
Peter Tranter
Peter is Chief Executive Officer of WA PCYC. His career spans international finance, government and higher education. Admitted as a lawyer in Western Australia, he began his career in London as a banking and finance lawyer specialising in securitisation and structured finance, and later held roles in asylum and humanitarian protection with the United Kingdom Government.
On returning to Australia, Peter spent more than a decade at the University of Notre Dame Australia, where he served as Chief Operating Officer and Deputy Vice Chancellor Corporate.
At WA PCYC, Peter leads an organisation that delivers youth services, recreation and out of school hours care across 16 centres in metropolitan and regional Western Australia, built on a partnership with the Western Australia Police Force that dates from the organisation’s founding in 1941. His priorities are to strengthen services for vulnerable and at-risk young people, to secure the organisation’s long-term future, and to ensure its programs reach the communities that need them most.
Peter also chairs the Council of St Thomas More College, a residential college of the University of Western Australia.

Jeanette Halford
As Chief Financial Officer at WA PCYC, Jeanette brings 30 years of financial experience across not-for-profit, healthcare, biotechnology, manufacturing, and community services organisations. She holds CPA qualification, giving her a strong technical foundation across financial management, governance, and regulatory compliance.
Jeanette has extensive expertise in financial strategy, business transformation, grants management, corporate governance and technology-enabled process improvement. Jeanette’s depth of experience in the not-for-profit sector gives her a clear understanding of what responsible financial management looks like for community organisations. At PCYC, Jeanette’s focus is on sound financial management that supports the organisation’s ability to deliver quality programs and services across Western Australia.

Sibel Ricca
Sibel brings over 10 years of experience in HR and workplace relations to her role as Head of Human Resources at WA PCYC. She holds a Bachelor of Commerce with a double major in Human Resources and Industrial Relations, and a Bachelor of Science majoring in Psychology, a combination that informs her people-centred approach to leadership and workplace culture.
Sibel joined PCYC with a genuine belief in the organisation’s mission and a personal connection to the role community programs play in the lives of young people. In her role, she focuses on building a workplace culture where staff are set up to do their best work – and in turn, make a meaningful difference in the communities they serve.
